Important Industry Recommendation Regarding the DLT Pilot Program

Together with 27 partners across Europe—representing both the traditional financial sector and the emerging sector of tokenized assets—ADANis calling on EU policymakers toauthorize higher transaction volumes under the DLT Pilot Regime(DLTPR) within the MISP.

Although the Commission’s proposal to raise the current ceiling from 6 billion euros to 100 billion euros represents a significant step forward, it remains insufficient in light of the rapid changes in global markets.

The EU must establish a bold and forward-looking DLTPR framework that enables large-scale innovation within European financial markets and ensures that European players remain competitive on the global stage.

 We askthat:

  • The removal of the cap under the standard plan.
  • If quantitative thresholds are maintainedthey should be set at a sufficiently high level to allow sufficient room for sustainable market growth in Europe.
  • Ensure a flexible adjustment mechanism that allows for increases, and which is not subject to predetermined maximum limits.
  • Avoid using differentiated threshold mechanisms.
